Which country is worse between Yemen or North Korea?

--  Yemen is worse -- It is involved in military conflict at the moment. Although it has banned slavery, it still exists at a high level. The medical facilities are inadequate and poor, education and literacy is low, especially for girls. It has an undemocratic government.

--  Compare that with North Korea with a high educational rate, excellent medical and educational facilities that are readily available to everyone, no slavery, reasonable wages that everyone can live on.  Although technically still at war since 1950, there is rarely any armed conflict, but the government has to spend more of "defense" because it is afraid on attacks by the militaristic US and South Korea. A person can debate whether the government is democratic or not.
