Will Billy Joel ever record another album again? ?

Most likely not. He's mainly been focusing on his compositions but I think he fully understands that him releasing new songs most likely would get a lot of negative feedback. There's been talk of him recording another album, but I doubt it. 

He's the wrong side of 70 although he only stopped touring because of the covid pandemic.  He hasn't recorded a studio album for over 10 years (Live at the Carnegie Hall was released in 2019) and I haven't heard of any plans to produce another one.

He might if he has a studio.  As far as putting another one out, that's up to the record companies who determine if they can make any money off of him.
