I will clarify why you're getting two different answers.
According to the Order of Operations, you should evaluate the exponent first, i.e. 16^3 = 4096, and then the division, so 4096/4 = 1024. So the correct answer is -1024.
However, if you meant -(16^(3/4)), then you need to evaluate the division first, so 3/4 = 0.75, and then the exponent, so 16^0.75 = 8, so the answer is -8.

I will assume -16 Raised to the 3/4 power.
Lets do it this way: 3/4 = .75
16^.75 = -8
I used a Calculator (HP41C).
