I asked him a few days apart if he told this guy I like that I like him and he read it but no answer, do you think he told him

    Did this guy actually tell you he was going to do it?  There's an easy solution.  Ask this person how he feels yourself.

    He sounds unreliable. Sounds like he might not have or doesn't know how to ask him. Usually avoiding replying means they either haven't done it, can't be bothered or you've somehow annoyed them
