There is no city named Tampa Bay, the city is Tampa and Tampa Bay refers to either a geographical area consisting of several large and midsize cities, or a body of water.

"Tampa Bay" is barely a city, they're less deserving of a sports team than Jacksonville.
That said they're still better than La La Land the worst sports market save for Miami. Bunch of bandwagon "fans" in LA.

I've lived in the Tampa metro for a short while and it is a weird sports town. They seem to care more about their traditional role as host of some teams' spring training than they do about their own teams. They were bummed out when they lost the Cardinals to Jupiter. I guess its because they have done spring training the longest. Even to this day if you look at Rays attendance there are spikes when they play teams that do spring training in the area. The Bucs, Rays and Lightening are all relatively new teams.

Better sports city between LA and TB...hmm. Dodgers and Lakers vs. Buccaneers and Lightning with the Rays somewhat of an honorable mention.
I'm going to honestly call that a draw. If it were just solely about producing championship winners more consistently, LA tops just about every other city with likely exceptions to BOS and NY. But does that necessarily make it the better sports city...?? I'm not sure about that.
