It looks like they did to me. They blocked domestic travel from Wuhan yet still allowed international travel. And then they hid the outbreak from the world for far too long. With help from the WHO, BTW.

Some factors point to it, such as China not allowing travel between their districts but allowing travel to other countries.

I don't think their intention was weaponization. However, they were extremely irresponsible in not alerting the world to this problem early on. They (the government of China) let their pride get in the way of doing the right thing.

It would only be speculation, not truth. Unless China confesses something. But it is suspicious how China's doctor's would begin disappearing when the doctor's started talking about it.

Considering that so far it hasn't been proven to have originated from China, I see no relevance in this question.
