What does it mean when someone says they want a civil relationship?

    It is the opposite of a completely uncivilized one. Civility and civilization is about a system of respect and rules so that a large community can live in peace and harmony with each other even despite our differences.  Recent events in the USA "civil unrest" is a broken civilization.
