Some trains have buffet cars, and some have a trolley that comes around. Not sure if its all the time though?

It depends on the train but generally no. Even if it has one the dining car isn't always open.

If the train you're on has provision for this - yes. 

If it doesn't - then no.

The snack bar is open during daylight hours, the dining car is only open for scheduled meals. That's Amtrak anyway.
