Why is a 17 year old a minor and a 18 year old is a adult ?

    Because many countries declared it so. And there must be an age to differentiate an adult from a minor.

    Because that is the legal age distinction provided by the law. At 18, you become an adult responsible for yourself.

    Certainly people mature at different ages so it isn't perfect but for legal reasons society had to draw a line somewhere.
