    Did you mean "if B *or* C must be in second chair"?  In that case, E and the 3rd seat are assigned.  There are 2 ways to fill seat 2 (B or C) and 3!=6 ways to put the remaining 3 individuals in the remaining 3 seats.

    2*6 = 12 ways
