Battery bank?

Can a battery bank be charged using a smartphone's charger?

    Most recent mobile will have a fast charge ability the battery bank will likely not use, the battery bank will charge on them but likely at a slower rate then the mobile as it will use just the standard usb charging as opposed to the faster rets of the mobile.

    This does depend on the mobile charger and the battery bank, you didn't specify any brands or models. But in any case they can be charged if you have the correct cable.

    If it has a USB socket then any USB charger will do the job. 

    Some phone chargers have a very low 0.5A (500mA) maximum output, they’ll still work but to fully charge a fully depleted power bank could take  a couple of days.
