What software can recognize my speech to turn it into text/subtitles?

Something like YouTube subtitles but on a home pc software, where I speak or load an audio file there and it turns my speech into text.

Windows has a basic speech recogniser built in, that you can use to dictate in to a document.

Just hit the Windows key and enter

    Windows Speech Recognition

For a more advanced system, converting audio files etc., the top ones are from Nuance / Dragon; eg. "Dragon Naturally Speaking" or "Dragon Professional"

Either search for those, or go to nuance.com for info; in the Solutions menu at the top of the screen, select Dragon.

AlignBooks software can recognize your speech to turn it into text. If you will speak invoice and billing then it will open the invoice tab for billing.
