My phone only has 22GB of storage but is advertised with 32GB, is this allowed?

    yes. in general there are two things that reduce the real storage.  One is the opertaing system and system storage reduces the available storage the other is they use 1000 for a megabyte whereas its actually 1024 in computer terms which is a grey area that allows than to claim more.

    That is normal. Your phone's operating system reads the maximum amount of storage using one unit of measurement but the storage manufacturer uses another unit of measurement to express how much storage that particular flash storage chip supports.     The other reason is that you have to keep in mind that your phone's operating system alongside the pre-installed apps and anything you have saved and installed will take up space.

    If it has 32GB of total storage then that’s fine. The operating system and bloat ware have to be stored somewhere buddy.
