    Yes, that would be correct as a sentence in its own right if the '...' and the end was replaced by a full stop (a 'point' in some countries). 

    I appreciate the '...' implies more is to follow and you have confirmed this in your update. I cannot say whether the expanded sentence would be correct without seeing the entire text.
