No. He was mentally ill, possibly schizophrenic, and prone to delusions and a short temper and lashed out at anyone around him. Boulder is like 98% white. Without targeting anyone specifically and regardless of where in town he attacked, virtually all of his victims would have undoubtedly be white.
This guy showed no interest in political or religious matters. He just thought everyone was out to get him.

That depends on what his motive was and whether prosecutors think they can establish that he acted on the basis of hatred against a particular class of individuals, such as those of a certain race or religion.
The last I heard, investigators didn't have a clear motive for the shooting, so it's too early to say whether prosecutors will attempt to charge him with a hate crime.

Hate crimes say that some lives are “worth more” than others. Murder is murder, regardless of the motive. Setting punishments by motive is discrimination against some victims.

Just charge him with multiple murders. That's the way it should be. "Hate crimes" shouldn't exist
