Lack of individual common sense, not discipline. The virus spreads when you share a lot of air laden with droplets with virus from infected people. Distance reduces the likelihood of inhaling those droplets. Outdoors or frequent air turnover also reduces likelihood. Masks reduce the number of droplets and how far they travel. Masks also reduces the likelihood of inhaling those droplets. Seems some people find that too hard to understand.
Same with frequent hand washing since contact with the virus on surfaces is another method of transmission

Lack of individual discipline is behind the difficulty more than Federal System or central control. Government should have preached discipline from the start.
