If college isn’t free why isn’t k-12 not at cost like university and don’t say education is freedom because then university is education ?

Well if you'd gone to school you'd know that's no question for Religion & Spirituality.

Uhm...because primary and secondary education are considered necessary foundational levels of education in order that a citizen may be ready for adult life....

The idea of tax-supported public education in order to make for ready workers and modestly educated voters has existed in this country since before it was a nation, and exists, broadly, in liberal democracies for the same reasons.  

Clearly you need to go back to school. 

Nothing is free. Ever hear of local school taxes?

It has been decided that society would be much better with a basic education....if you want to go further, then you pay for it
