Oakland passed a universal income pilot program. Should all the homeless move to Oakland now?

I live in Los Angeles. I think its great Oakland passed this program. Hopefully all the bums move to Oakland now.

    Universal Basic Income in Oakland is the first program only for people of color

    Oakland also defunded the police. You can look up the crime stats. A lot of bums fear becoming victims of violence. They won't move there.

    The program is extended to people of color only and unlikely to move any people out of La-La Land
