And there we see the reason why welfare of any kind should be in things needed and never cash.  If a family needs food, provide the groceries from a community food bank.  If they need rent paid, deal directly with the landlord and pay them.  If they need other assistance provide it without ever issuing so much as a dollar that can be misspent.  If you make $30,000 dollars a year and have fie kids you already have proven that you don't' understand finance well enough to be entrusted with cash.

As with food stamps, child support, WIC and Medicaid, when it comes to renewal time, they should have to produce RECEIPTS for every penny they received to show HOW it was spent.  Most of these whores getting child support spend it on THEMSELVES.  Nails, weave, designer clothes, purses and jewelry while the CHILD is left to go without.  If they can't show receipts then their freebies get denied FOR LIFE and they should be made to pay back every penny to the taxpayers at an interest rate of 20%.  Do THAT and you'll guarantee funding of these programs until the end of time.
