Plan your new flower beds after the foundation work is completed.  Decide to build the beds higher with real good compost-dirt.  Go to the dirt yard, look at their best dirt and order up what you need.  Have them dump it in a good spot so that you can move it to the flower bed.  Plant you tulips in the pile of dumped dirt.  Let them do the foundation work, then you redo your flower beds. This fall dig up the tulips,  put the dirt in the new flower bed and replant the tulips where they go permanently.

Put them into pots of compost.
