What does "framing" mean here exactly?

"Individual citizens have two powerful roles within this new model. First, they can create their own media, which sometimes competes with professional media producers for attention and is sometimes amplified by those professionals. Second, they can influence the distributors by voting content up and down with their attention, helping amplify some stories and suppressing others. Both of these are possible forms of political activism, and they use a common method: agenda setting and framing."

    Framing is an idea borrowed from the arts.

    The idea being that every picture is a decision on what to include and what to exclude.  So when you're framing a story, article, narrative, etc...  you're selecting what is included or not included.  Take a picture of a spectacular view.  Crop out the ugly smoke stack and parking lot, it is a view of paradise, leave them in and you're commenting on paradise lost.

    A woman is sexually assaulted by an orange haired, alleged billionaire.

    Should the story mention she had a single drink or not?  Should it mention her outfit?

    An unarmed man is shot by the police.  Should the story mention that he has a history of drug abuse, despite him not being high at the time?
