Of course fresh is better. But many grocery stores thaw out frozen, put it on ice and sell it As Fresh. 

A local high end grocery store just went bankrupt. That was one of the things they were accused of-selling frozen/thawed fish as fresh. Personally, I would not have believed it if I hadn't seen them actually doing it. 

Fresh always beats frozen for anything.

Fresh is always better, but very few places you can find it (usually previously frozen and thawed for your convenience) unless you live on the coast where shrimp are harvested,
