Sanitizing is not the same thing as cleaning. Hand sanitizer kills bacteria but does not remove them from your hands as soap and water would. It also won't effectively get through a layer of dirt.

No, alcohol is a rather weak disinfectant and cannot kill many types of viruses. I would not even call it a disinfectant but more of a sanitizers
