Why does Huawei invest tens of billions in research, but American companies don't?

Huawei spends most of it's research budget on stealing the research of other nations, just like the Chinese government.

You never heard of Google Labs?  Microsoft Research?  IBM research?  Xerox PARC?  Bell Labs?  How do you think Intel keeps shrinking transistors?   Sorry, I don't have time right now to cure your ignorance.

They don’t, they spend millions stealing billions of dollars research as do most of the other companies in that part of the world.

It was unusual to go into a store in US without a drone or two photographing items, price tags, store layout for knock offs from back home.

WE did but it all got sent somewhere else to be made and WE can't seem to apply what we already do know anyways since it would lead to less waste which means less profits under all the world wide present economic models which see the entire planet as a dumping ground for useless goods and services..
