They can't prove it because it is not tru - at least according to a Yale survey:

Actually they have, many times over. It's just that you guys refuse to admit it. In Georgia in 2018, for example, the state rejected 53,000 voter registrations for trivial reasons. Of those 53,000, 80% were from minority registrants. You think that's pure coincidence?

It's hard to prove people's motives but that doesn't mean that they aren't important. It seems clear however that Georgia's new voting laws are trying to make it more difficult to vote rather than making it more fair.
