Native English speakers, could you please help me with these issues?

Do these sentences mean exactly the same:

a) "I patted the horse."

b) "I made a fuss at the horse."

(Or does 'making fuss' imply behaving in a more exuberant way, such as speaking with a sweeter voice, etc...)

    I made a fuss at the horse, suggests that you started some form of commotion near a horse.
