Yes, I would have your congregation go to a large public area.  I wondered about how it is safe to shop at a Target, or a Wal-Mart, but you can't attend church?  Ok to go get some Jack Daniels at the liquor mart, but not get some Jesus Christ?  Go for it.  Go anyway!  Just perform a SIT IN.  Time for CIVIL disobedience!
