In this case, Trump is the undisputed winner with over 30,573 lies or misleading statements in 4 yrs. You really open yourself up on this question. Cons will disagree, but they only listen to only, Con news, that's their downfall.

The Stupidest answer is Trump-usually from people that only think about the last 4 years or so. It is a Convenient accusation. 

Joe Biden.  He tells some very serious ones that effect mostly black people's income and not in a good way.

I've known quite a few world-class liars in my time.  But I don't know anyone who lied as much, and got away with it so well, as Donald Trump.  He doesn't even have to think about them, he just makes them up on the spur of the moment!  Nothing he said, no answer he gave to a question, was worth anything at all because you couldn't believe a word the guy said!
