What is the best way to test space lasers?

None of the countries the U.S has fought post-WWII are strong enough to test laser weapons against.

    Set up in a vacuum chamber. Aim at a slab of sheet metal. Press button.

    (Warning, do not do this at home, always wear goggles, earplugs and a condom when doing dangerous experiments)

    I believe Space Force and Verizon worked out a deal to test them on whatever structure houses the servers for Yahoo Answers.
