    Because of being put on the endangered species list and banning the hunting of them. That was the whole point— to increase their population. It worked. Sadly, now they're vulnerable again, albeit for a different reason: climate change and decreasing habitat due sea ice loss (i.e., shrinking of the North Pole's ice cap), so their population has begun declining again.
