What does it take to make an intellectual disability diagnosis?

For instance if someone took a WAIS IQ test and received the following results:

Working Memory: 97

Processing Speed:65

Verbal comprehension: 120

Perceptual organization: 94

Full scale IQ: 94

Does that person qualify as being somewhat intellectually disabled?

No, that is average as an IQ goes.

The WAIS is a 100 scale, 15 SD test, so, with the exception of processing speed, the individual falls within the average range, with a superior verbal comprehension. A trained psychoanalyst or other mental health professional would need to conduct further tests to reach a formal diagnosis. The WAIS by itself is indicative, but does not on its own qualify as a diagnosis.
