Mom says dogs won't listen...?
My mom owns two huskies and also loves to plant tomato and squash in her garden. Problem is the dogs tend to eat and wreck the fruits when they get big enough. My mom says she repeatedly yells at them to not eat their fruits and to leave her garden alone but they never do.
Says she once had to spend two hours chasing them away from her garden but once she's out of sight, they run right back there to try and eat the plants. She doesn't want to fence off the garden or put up any barrier nor tie up the dogs but is getting tired of having to protect her plants from dogs that won't listen to her.
Obviously, I've told her that they're untrained house dogs and can't understand our human speech nor would they care. Any suggestions on how she can freely grow a garden and keep her dogs from wrecking it?

I find this question absolutely ridiculous. They are DOGS not humans that understand what's required and even with training this one would be hard to do.
Fence off or put up with it.
She might have had a chance if she'd got one dog at a time and totally trained it first before getting another, but even then, training for what your mother wants is hard and especially as it sounds like the dogs are left out there unsupervised.
Is your mother really that stupid that she doesn't understand this or is your post just a trolling bait post.

Fence in the garden to keep the dogs out. You are right they are not trained to obey commands. Untrained Huskies are a big problem. One of the most stubborn dogs there is.

Your Mom's choices are:
-Use barriers: Despite her reluctance, this would probably be the best option. Perhaps you could help her with this task. Use wood sticks/poles on corners of garden, along with mesh fencing around.
-Keep dogs inside: If the dogs are just running around the yard, they will get into things. Huskies are known to be somewhat difficult to train. Mom needs to keep these dogs inside if they are wreaking havoc on her garden.
-Give bones: Give the dogs something to chew on such as rawhides or bones. This might distract them from getting into the garden.
-Sprinkler: Either hose the dogs if they near the garden, OR if the dog like water, she could set up a sprinkler for them to play in, or a child's wading pool. This may distract them but it might be expected they will eventually get back into the garden if there is no barrier.
-Feed tomatoes: If the dogs like tomatoes, then have her give them some of these in their food bowls. We actually have a cat who will beg for pieces of tomatoes!
-Walk the dogs and play with them more. Bored dogs will get into things.
If your Mom wants a garden, she will need to do what it takes to keep the dogs out. If there is an area where she can build a new garden that is not accessible to the dogs, this might be a better option. That might be behind a garage where a fence can be put up, etc.

If she refuses to put up any barriers such as fencing then her options are simple. Either don’t have a garden or train the dogs starting with obedience training, then make the garden area off limits to the dogs, she will put up some type of visual markers to remind the dogs. If she refuses to do that then rehome the dogs.
Things like an electric fence would work great but you said she doesn’t want to do that.

Huskies are notorious for not being obedient
She doesn't have a choice. Either the dogs eat the veggies, or she fences the garden, or finds a way to contain the dogs.

Duh, the Husky breed is known for being hard to train and difficult. She could not have picked a worse breed. Nothing (simple or cheap) will work very well such as putting cayenne pepper on the fruits (as it will wash off, if not blow off due to water or wind) "Get Off My Garden" gel sprinkles may also NOT work to keep them from said garden. (Does not last long after a few rains).
I put my vegetable garden OUTSIDE the dogs' fenced yard and to keep rabbits, squirrels out, I also enclosed it in mesh fencing held up by poles driven deeply into the ground & this works well for multiple parties - including DEER.
Your mother would be advised to either fence-in her garden if she can set it up inside a dog pen (that can be installed) or to place fencing BETWEEN the dogs & the garden, unless she wants to re-home the dogs or give up the garden & simply purchase her produce from a farmer's market (which is far less expensive and time consuming). And the latter means she can spend more time at the pool, shopping or in the AC, etc.
