If the police are called on you for something minor and you run before they get there is it considered evading arrest?

For shoplifting, trespassing, getting in a minor brawl, etc. Also will they typically try to track you down or is it minor enough they'd just get your description and keep an eye out? This is for a short story BTW. Not asking for legitimate legal advice.

    No, since an officer is not yet present to give a lawful command or attempt to detain you it would not be considered evading arrest.
