If you send a letter to a PD, can/will they send it to someone else?
For example, an officer who died, if you send them a card for his family, will they really give it to his family? I don't know if they would have contact info or not, or if the card would just stay at the PD...

You won't be the only person that sends a card to the family via the police department. I'm sure the family will get the card.
