Where does the use of the term "Vice" come from when refering to a person who previously held a position.?
For example ... "I'd like to backfill the Financial Analyst - vice Smith position" or "I'd like to recruit for one of the vacant positions in my office; Secretary - vice Jones"
I work with the Federal Government, and it seems like everyone understands that "vice" is the last person to hold that position, but I don't see that in the definition of "vice". Just wondering how/why that term came about.

Specifically I'm thinking about the letter "M" when used as an acronym. Since the letter M sounds like an e (vowel) it sounds funny to use "a" instead of "an".
Example:
He just got an M.B.A. from Harvard.
He just got a M.B.A from Harvard.
Which one (or both is correct). Is there ever an exception to "a" before a consonent, "an" before a vowel.

I am trying to decide whether to renew my condo warrenty and want to know how much it would cost me if I had to replace my heating unit.
I'd be looking for a gas unit that heats the house (Also pretty sure it does hot water). I'd be looking for price over efficiency or noise (my gas bill is the same regardless B/C its a condo and the unit is out in a closet on the balcony)
I've found tons of systems on company websites such as American Standard or Trane, but not one listed the price!

Every once in a while (maybe every couple days) when I drive my car and step down on the clutch to switch gears, the engine continues to rev up, as if I was still pressing down on the gas. Rather than the RPM's dropping down like usual when I push the clutch and lift off the gas, the RPM rises up to about 3000 and stays until I switch gears.
Does anyone know what this could be?
The car is a 2000 Mercury Cougar.

I'm thinking of buying a cheap ~$15 laptop in an old computer auction but it doesn't have a Network Adapter. Does this mean no internet? Is there any way to get around this to make it internet capable?
