The panels are laced to the wire frame. It looks almost like oil cloth. Any ideas what it is made of, who made it, or, when it was made?

enclosed part of concrete patio, floor is level. When it rains, water seeps in under the wall sill plate. I used a sealer when installing the walls. Also installed aluminum flashing. when the remaining patio is saturated with rain, water still works it's way in. Is there something I can use to seal between the flashing and concrete?
