Which computer skills you should know to be a successful web designer?

Hi everyone,

since I want to take some courses in computer for work so which computer experience/s are most applicable and has better job opportunity in the market of the U.S?

I have heard that you should be employed for one or two years to get "in-state residency status"

Is it true in all circumstances (any exception by law)? Or is there any state(s) where it is not a requirement?

Is it applicable by law to change status from out-of-state to in-state once you change status from non-matriculated/non-degree student ,while staying for one year in the state as a requirement for residency, to degree one.

how can i enhance my ram memory performance by increasing bus frequency or other tweaks?my ram is SDRAM

What is it worth in biological graduate studying Such as prospective job opportunities, degree studyies and what extent?
