"In-state status" grant for non degree students/programs?
Is it applicable by law to change status from out-of-state to in-state once you change status from non-matriculated/non-degree student ,while staying for one year in the state as a requirement for residency, to degree one.

I think you would have to pose this question to someone at your school. I don't believe there is a federal law concerning student residency status, rather it is based upon what the Board of Regents for your state has determined under the laws of that state.
At our school, and I know at a lot of others, in order to be considered a resident for tuition purposes you have to live and work in the state for one year without going to school in order to be considered a resident for tuition purposes.
Check with your school or the Board of Regents of your state as far as when you would be classified as a resident for tuition purposes.
