In my apartment building, there are balconies off the kitchen overlooking a courtyard at the back of the building. In December, there were 2 break ins, and last night, another tenant woke up to find an intruder standing over her with a knife to her neck.

In all 3 cases, the intruders entered the apartments through the kitchen windows. An easy way to prevent future break-ins would be to have security bars installed over the kitchen windows. Here's my question: In Chicago, are landlords required by law or city ordinance to install such security measures if the tenants request that he do so? Do the tenants have any recourse if he refuses?

For the past 2 months, I have been having problems with my toilet. Sometimes, the water flushes very slow, other times the toilet overflows. The landlord has sent somebody out 3 times to fix the problem but I am still having the same problems with the toilet. My question is this:

Am I entitled to any compensation/recourse from my landlord for his failure to provide me with a properly functioning toilet/plumbing?
