  • crying dog in a caged shed outside?

a family has just moved into a house near us and have a specially built cage same size as a shed but especially adapted for animals at the back of their house. now since they moved here they put a dog in that building but it crys all day howling.is that legal to keep an animal caged like that I expect they sometimes let it out as it occasionally goes quiet I can't see the yard from where I am only the top of the caged shed but the crying is pittiful.it's been there and crying for about a week now.I can't see the point of having a dog if they're going to keep it caged up all the time and I dont expect that the shed would have been cheap to build, I can't ask them I dont know them and don't want to cause a rift already as we've only just moved here. advice please I don't want to call the rspca needlessly perhaps the dog will eventually settle? but in kindness should it be there at all??? advice appreciated.
