The label on the can of powdered baby formula reads as such:
For a 4oz bottle add 2 scoops of formula to 4oz of water.
Method 1: Preparing the bottle using the method on the can.
4oz water + 2scoops formula = 4.25oz formula solution
Method2: Preparing the bottle the opposite way.
2 scoops formula and adding water until it reaches the 4oz mark yielding exactly 4oz of formula solution.
Each method yield a different volume and final concentration of formula in solution.
Which yields the correct/optimum nutrient concentration? and why?

I have heard a few stories recently about individuals refusing to show their receipts to store employees and catching guff for it. Do any states require you to show a receipt? And do any other states require you to show ID upon request of a police officer?
