Why UPA govt and Sonia Gandhi is not accepting demand of People?

In democracy, in my open ion, people are always important. Elected leaders in Parliament are there to govern and not to rule and they must make laws what is desired by the general public. Then why not a Lokpal Bill which people need ? We all are frusted . Is it not a mockery that for a peaceful agitation permission of Govt is needed.

Is it not a fall of capitalism ? Or is it one more refined attempt of Capitalists to fool others?
