Much of the damage being done to human relations all over the world right now is due to the lax security that the USA practices in defense of its own (and others) secrets. Over a million Americans had the same level or higher security clearance as Timothy Manning, the one publicly acknowledged source for the WikiLeaks secrets dump.

I would like to be a computer genius who could deduct a penny or so out of every millionaire's (in the whole world) bank account every month. This crime, it could be argued, would harm no one, but would vastly help myself.
Unfortunately, I am not a computer genius. By the way, if someone commits the above-mentioned crime, I would be all in favor of prosecution. I am not saying that theft should not be punished. If any of you have read the book CATCH ME IF YOU CAN by Frank Abagnale, or seen the movie, you might be interested to learn that Abagnale today says that fraud is easier today than ever, due to computers. So, know ye where the criminals are.

Russia's military strength declined after the fall of the Soviet Union. Perhaps the "spies" in "sleeping mode" were really "asymmetrical warriors" (terrorists or saboteurs) to be called upon by Moscow in case Russia got in a war with the USA somewhere.
Evidence in favor of the darker view is that the Russian "spies" were quite far from being close to any secrets, and that they had been in the USA for so many years, and absorbed the limited resources of Russia for such a long time without giving any return, or showing any prospects of an (intelligence) return.
Should the USA have traded them back? Perhaps a decade or two in an American prison would have been more appropriate, given the lack of certitude as to their real purpose. The "We are only stupid Russian spies," story might only have been a cover story.

Observing trials in Canada, it looked like they made mistakes regarding the time of events, sometimes, and would "give away" their case in court. Also, the lawyers were always checking to see that they obeyed every stipulation of the Canadian Charter of Rights---though that didn't seem to work very often.
