Please help me with this problem about perpendicular lines?
Please help me understand this. I understand everything except this one problem.
Determine whether the graphs of the given pair of lines are perpendicular.
2x = 3
-3y = 6
The book says they are perpendicular, but I can't figure out why this is true. Thanks for your help!

My daughter partied and flunked out of college after two years after being warned that I would not continue to pay for her education. She says she is very sorry and has learned her lesson, and wants to re-enroll and do the right thing this time, I am willing to help a little, but I am still not willing to pay after throwing away nearly $18,000 for nothing. My questions are:
1. Could she receive a federal direct loan without my signature?
2. What could she do to be considered independent?
3. She now works and pay her own bills, and has lived in her own apartment for more than a year, does that have any bearing on being considered independent?
4. She will be 21 in December; does this have any bearing on her independent status?
