Please help me understand this. I understand everything except this one problem.

Determine whether the graphs of the given pair of lines are perpendicular.

2x = 3

-3y = 6

The book says they are perpendicular, but I can't figure out why this is true. Thanks for your help!

I get 36.68%, but the book reports 58%. Which is right, and would you mind showing your work?
