My house is kept cooler than most in the winter, if I were to get a dwarf hamster, what are some ways I could keep the hamster warm?

If winter here gets so cold, how does anybody keep a hamster as a pet? I'm wanting to get a dwarf hamster, we generally keep our house around 16° celsius, is that ok or too cold? Almost everywhere I've looked says they need to be 20° celsius, but we can't keep our house that hot. Can I get a dwarf hamster or am I out of luck?

Gave a guy my phone number, he was super nice in text, very mature and respectful, talked for two days, then the 3rd day he told me how busy he is and he hasn't texted me since. He's 3 months old, runs around the house like he's possessed, ears pinned back and completely wild. Unless he's asleep, if you touch him he bites and scratches. What can I do to make him stop?

So about a month ago I was woken up by a text to my cell. The text was from my landline/home phone, asking me to please call my home number. I was a little freaked out because from what I know you can't send texts from landlines, not just that but it was super early and no one in my house was awake yet.
