theres a cat that currently lives on the stairs in some flats and has been sleeping there for 2years now since it was a kitten. i want to help the cat as it whines and cries every night but dont know whether to seek help from the rspca as they only seem to respond to more serious animal problems. i was thinking of asking my local vets to see what they can do but i dont know if they will be able to help ..the cats being fed by somebody but still sleeping rough.
