I pay a $55 annual fee for this credit card. Should I ask them to drop the fee? Will they? I also have GM card with no annual fee, but have no burning desire to buy a car at this time.

Try asking them to waive your annual fee for the Worldperks Visa. Chances are that they will agree, but instead of letting you earn 1 point for every dollar you spend, they will probably change your point formula to one point for every two dollars that you spend.
Re: GM Card
GM has recently introduced another card called the GM Flex Card. This card lets you earn 3% rebates for every purchase you make (rather than 5% for the original GM Card). However, unlike the original GM Card, you can use the rebates you have earned to purchase another vehicle that is not manufactured by GM.
You may want to check if your rebates can be transfered.
