He got his big break when he was chosen at the last minute to work Ali-Frazier III or the Thrilla in Manila. Then Philippines president Ferdinand Marcos wanted nothing less than a Filipino referee for the fight, and no one could refuse the dictator, not even Don King. Padilla did a pretty good job in that fight, constantly pulling down Ali's arm whenever he wraps it around Frazier's nape and even warning The Greatest for holding - something not too many refs were able to do to Ali. Thereafter, he became a fixture in big fights in the US although he came to be criticized for being inconsistent, oftentimes, as you've mentioned, losing control of fights.

to be honest im not sure but he had a good knowlege of boxing so im sure thats why.
