No. If you need a number for reasons such as - winning money at a Casino, you fill out a form W-7 (I think) for a personal identification number. Works the same as a social security number - registers a number with your name for the computer to work with.

No you can't. There used to be certain states (one of which was IL) that required you have a SSN in order to get a drivers license. To my knowledge that is no longer the case, therefore you can't get a SSN on that type of non immigrant visa. If you have an employment based visa e.g. L1, H1B etc then you are able to apply for a SSN. If you are here on a visa that does not allow you to work in the US then you can only get a SSN if your state requires you to have one in order to obtain a benefit or service that you are entitled to. Go to the website listed and click on questions, then scroll down to SSN's for no Citizens - the info is all there.

Anyone can apply for a tax identification number and pay taxes as due. But illegal aliens can't get a social security number.
