I think it is 4 but I am not sure. I always thought the Soviets put an emphasis on education.
I am a history teacher but this is not my specialty so I will star this because a contact of mine named Warren is better in this area.
3) is an opinion, life was pretty dismal under the Tsars. For many people, the standard of living improved a great deal under communism, but it was lower than it was in the west.
4) is sure not true, their education system was much better than the US education system, and all levels of education were paid for by the govt.
